I try blowing them up with two explosives, which actually erases the lockers from the geometry without yielding any items. So then I try blowing them up with one explosive, which doesn't do anything. I don't have a high lockpick skill-I do have the electronic lockpicks and expanded lockpicks set, but I still can't jimmy any of them open. There is no indication of this in the game proper. It turns out that the NavCom parts-which you NEED to progress with the main quest-are in one of the Vault 13 lockers. So, finally, I break down and check a walkthrough. I moved on, and spent a few in-game months combing the usual haunts without finding Bo Diddley. I've been searching for them for ages-of course, one of the first places I checked was Vault 13, but there was nothing there but some heavily-locked lockers and some dead Deathclaws. So, I got to the part in Fallout 2 where you need to get the NavCom parts for the tanker.
